MALAYSIA is the key South-East Asian headquarters for people smuggling to Australia, with four main syndicates controlling the operation from Kuala Lumpur connect with smaller syndicates operating out of Johor state in southern Malaysia, all the way to Christmas Island.

But it doesn't stop there. The syndicates are deeply connected in Australia.

They allow some asylum seekers to travel free on the condition they repay the money within a year. In some cases, the syndicates help asylum seekers find work in Australia so they can repay them.

The four most active exit points in Johor. They are mostly quiet resort towns where Afghans and Sri Lankans are taken by dinghy to bunkering ships, bound for Indonesia.

Asylum seekers usually told Immigration at Christmas Island they had paid large amounts upfront to get to Australia, but the smugglers said this was often a lie.

One smuggler said the agent taught them how to speak to the authorities in Australia and they had to repay the money.

In many cases, the people smugglers had information about the asylum seekers' families and used it as threat collateral to ensure the money was repaid.

Afghan asylum seekers are met at Kuala Lumpur airport by agents and accommodated in hotels for several nights before being driven four hours south to the state of Johor. There they wait in hotels before being shipped in groups of four or five to one of two bunkering ships.

Sri Lankans are more likely to go to people within their sizeable expatriate community in Kuala Lumpur and then connect with the syndicates.

The bunkering ships supply groceries and stores to ships moving in the international shipping lane, and in the past three years have become the most reliable method of taking people to Indonesia, where they briefly transit and then catch boats to Australia.

The smugglers said the two ships moved up to 40 people every eight to 12 days.

Smugglers said the four main syndicates in Kuala Lumpur were operated by Indian-Muslim businessmen. They collected money from asylum-seekers in Kuala Lumpur, usually about $14,000, or allowed them to travel on the condition they would repay the money. After taking their commission of $3200 per person, they paid everyone down the line, including the Indonesian operators.

The smugglers revealed there were 17 smaller syndicates operating in Johor state, in southern Malaysia. Most were involved in trafficking Indonesian migrant workers but five routinely worked for the big syndicates by taking asylum seekers to the Singapore-flagged bunkering ships.

They travel in dinghies in groups of four or five and wait in the bunkering ships until enough people – 35 to 40 – have gathered. They are guaranteed the journey from Kuala Lumpur to Christmas Island will take 24 days at most.
