MACC must respond in 24 hours - 6 retention ponds used for flood prevention had been approved and alienated for development in Kuala Lumpur.
One week after the persistent heavy rain on 18 December 2021, Kuala Lumpur experienced extensive destructive floods covering 12 areas and more than 90 landslides. As DBKL struggles to clear flood debris and mitigate further erosion, there is a need to stop and take stock of their way of approving developments in Kuala Lumpur.
In the recently tabled Laporan Ketua Audit Negara Tahun 2019, it was revealed that from 2015-2020 the Mayor had approved 943 developments which were inconsistent with KL City Plan 2020. It was also stated that the change in zoning of land use and density had an impact on the environment causing reduction of open space, flash floods in Kuala Lumpur and traffic congestion. Possibly the most damning revelation in this report would be the discovery that 6 retention ponds used for flood prevention had been approved and alienated for development (page 6-2). This change would directly affect the capacity of the retention ponds, crippled the entire flood operations system under the Kuala Lumpur Flood Mitigation and expose Kuala Lumpur to more frequent flash floods (page 6-19). It was also clearly revealed that in the same period from 2015 to 2020, Kuala Lumpur experienced flash floods 48 times (page 6-28). There was also a significant increase in flash floods from 5 times in 2017 to 13 times in 2020 (almost tripled).
I had raised this in the recent Parliament sitting on the lack of response from MACC towards this report and its revelation. The devastation caused by the floods last week must be the wake up call for MACC and DBKL to spring into action. I will not allow the floods in Kolam Air and Kampung Kasipillay located in the constituency in Segambut to be treated with no sense of urgency by the authorities. As their Member of Parliament, I demand for immediate actions to be taken on the revelations in this Laporan Ketua Audit Negara. MACC must respond in 24 hours by opening an investigation and update the people of Kuala Lumpur accordingly. All details have been clearly stated in the Laporan Ketua Audit Negara including the chronology and failure of the approving committee. If Prime Minister Ismail Sabri is serious about this flood, he must leave no stone unturned.

PEOPLE LIKE ME KNOWS THAT TO MAKE A POLICE REPORT IT TAKES BETWEEN 2 TO 4 HOURS DEPENDING ON WHETHER THE COMPUTER IS WORKING OR STALLS. AND IF VICTIMS DOES NOT SPEAK BM WELL, BE PREPARE FOR A LECTURE FROM ALL THE POLICE PRESENT. IF THE INVESTIGATOR OFFICER WANTS TO SEE YOU, IT WILL TAKE ANOTHER HOUR OR 2.  SO ONE MUST BE PREPARED TO BE AT THE POLICE STATION FOR TOTAL OF 6 HOURS IF THERE IS NO CROWD.

BEING VICTIMS OF FLOOD, ONE IS ALREADY STRESS OUT.

THERE IS URGENT NEED TO CLEAN THE HOUSE.

THERE IS URGENT NEED TO REPAIR DAMAGES.

THERE IS URGENT NEED TO SEE TO THE NEEDS OF THE CHILDREN IF ANY.

THERE IS URGENT NEED TO SEE TO THE NEEDS OF OKU OR SENIOR CITIZENS WHO ARE SICK, IF ANY.

THERE IS SO MANY URGENT MATTER THAT IS MORE IMPORTANT THAN SPENDING TIME IN POLICE STATIONS.

SO WHY CAN'T GOVERNMENT SERVANTS GO TO EACH HOUSE TO HELP THE FLOOD VICTIMS TO FILL UP THE FORMS.  YOU MEAN GOVERNMENT SERVANTS CAN ONLY WORK IN THEIR AIR CONDITION OFFICES.

WHERE IS THE CONCERN AND SERVICE TO THE RAKYAT?

1 week after floods, family still waiting for help

PETALING JAYA: Life has not been easy for Rashdan Iswandi since the lockdown. First, his employer went bankrupt and he lost his job. And then he went blind due to an old injury and had to have surgery.

Just when the 42-year-old was recovering from the surgery, flood waters swept through his home in Sungai Buloh.

Last week, water rose to above 1m around his family’s rented home, located on the grounds of a tahfiz school, forcing his and seven other families to their roofs.

Their houses in Kampung Kubu Gajah are located beside Sungai Subang, which burst its banks during the downpour.

The families claim that rescue boats ignored their cries for help throughout the night of Dec 18.

The flood receded the next day, and Rashdan’s wife, Rohkiah Abdul Aziz, found that the chillers and other items she used at her laksa stall were ruined. The two cars the family used to transport food were floating in muddy water.

Rohkiah, who is from Penang, runs a roadside stall called Cik Kiah Laksa.

Speaking about their ordeal in a phone interview, she said they had to travel far to a relief camp to try to get hot meals and some necessities.

But they got turned away. The officials there said the items were rationed for “the specific area” only and outsiders could not ask for help.

“They told us to wait for help in our area,” she told FMT. “They would not budge even after we had waited for leftovers or unclaimed food. So we went back.

“Until today, not even one government agency or YB has come to help. We feel like refugees in a camp.”

Rohkiah said their landlord later donated eggs, rice and other food items, but she ended up giving them to a pregnant neighbour and older folk “who needed them more”.

She learnt that one had to complete certain procedures to be eligible for aid.

First, one had to lodge a police report. Lodging the report, however, took her eight hours at a designated police station 5km away at Sungai Pelong as there was only one officer on duty.

“I had to fill up three forms, one to the district officer, one to the assemblyman’s service centre and another to the zakat authority.

“All the forms were filled on Dec 20 and submitted to the penghulu’s office, but it’s been a week and we haven’t heard from anyone.”

She has resorted to pleading to the public for help, asking for mattresses, pillows, stoves, gas cylinders and kitchen appliances.

Rohkiah said she and her neighbours were now wondering how they would pay their RM800 monthly rent.

“We don’t know what to do. We hope someone can help.”

Plagiarism in all Ministry

 Netizens are claiming that the Youth and Sports Ministry (KBS) had plagiarized the hard work done by locals who volunteered to help clean up the homes of flood victims in Bangi, Selangor.

So as the story goes, KBS’s official social media pages recently (20 December) posted several images with a caption that said that their “Post-Flood Volunteer Squad” together with volunteers from Universiti Kebangsaan Malaysia (UKM) were busy helping to tidy up people’s homes in Kampung Bangi Lama and Kampung Bangi Tambahan that were ravaged by the floods.
The pictures showed several individuals washing up the mud and silt that were left in and around people’s houses and neighbourhoods when floodwaters receded.
In a later posting, KBS said that a total of 126 volunteers from non-government organizations (NGO), sports organizations, the Scouts Association and UKM students were involved in relief efforts in Bangi and invited more youths to join in.
However, a look through the comment section revealed that the postings may have been misleading.
Several people had stepped up to allege that the cleanup effort shown in the pictures had nothing to do with KBS and was in fact participated only by local Bangi residence.
“Laaa, everyone in the pictures are villagers, not volunteers from KBS. Since when did they become KBS volunteers?” wrote one commenter.
“Please check your caption. I’m in the picture. When did I join KBS’s Post-Flood Volunteer Squad? For the admin’s information, the people in the pictures are all local Kampung Bangi youths. Not with KBS,” commented another while urging KBS’s social media handlers to clarify their information and not claim others’ hard work as their own.
Apparently, the comments were soon removed and disappeared from the posting, but netizens were quick enough to save screenshots as proof of what was said.

This started a whole chain reaction resulting in Malaysians bombarding KBS’s social media page with comments, questions and criticism which reads in the note that KBS had lied about what was actually happening and were claiming victories and taking credit for the rakyat’s efforts
Almost every single flood-related posting made by KBS now had people questioning whether the information presented was valid and if the relief efforts being shared were actually participated by KBS volunteers.
Some even fired shots at KBS Minister Datuk Seri Ahmad Faizal Azumu for letting the issue slide.

Recently, Ahmad Faizal was also criticized by Malaysians, including former Prime Minister Datuk Seri Najib Razak for having held an unnecessary ceremony to launch his ministry’s flood-volunteer squad on Saturday (18 December).
Ahmad Faizal had since come out to agree with the criticism he received by saying that the event was indeed uncalled for and promised to do better.
