I am a Contract Medical Officer. I do not have job security and my future appears bleak. Because of the fact that I am not a Permanant Medical Officer, my contract may not be renewed at the whim of my employer (Ministry of Health, Malaysia) and I do not have a chance to further my studies to specialise in a Masters program.

During this pandemic, most of the frontline doctors that the public come into contact are Contract Medical Officers. We risk our own health while donned in stuffy personal protective gear to serve our public. We have no grievances in serving the public as this is our calling. Seeing our patient recover is our greatest joy. Many would have seen the smile in our eyes (because we are all wearing masks) when we send our recovered patients back home. But little do people see when we silently shed tears for patients whom we fail to wrest from the hands of death.

The public call us “heroes” but I beg to disagree. We are nothing more than mere humans. Like everyone else, we are of flesh and blood, we laugh and we cry, there are times when we are happy and times when we are worried. We also have parents, spouses, children. In the midst of all this chaos, as contract doctors, we do not wish for extra pay or bonus, we do not ask for medals or recognition. We only ask to be converted to Permanent Medical Officers. We only ask to be able to treat our patients wholeheartedly and not worry about whether our contract will be extended/terminated the following year. We only ask to be treated fairly, as with our Permanent Medical Officer colleagues, so that we have a chance to specialise through a Master programme and gain more knowledge/skills to help our patients.

As a member of the public, you may ask “How does this affect me?”

It affects the public deeply. Since 2016, the Government of Malaysia announced that all doctors who are hired henceforth will be on contract basis instead of being given a permanent position. This means that from 2016 onwards, the output of specialists will be greatly reduced. This is because the public sector is the only facility in Malaysia available to train specialist doctors and Contract Medical Officers do not have access to this system. In order to train a specialist doctor, it takes about 6 to 10 years. You may not feel the difference for now, but 10 to 20 years down the road, we would have a shortage of specialist doctors and this shortage cannot be made up in a short period of time. By then, where shall Malaysians, whom are ill, seek medical treatment from specialist doctors?

Our Director-General of Health, Tan Sri Noor Hisham posted on his FB in 2019 (way before the pandemic outbreak) that Malaysia is facing a shortage of Health Care Workers. Due to the large numbers of patients, and the shortage of Health Care Workers, 1 in 3 doctors are showing symptoms of burnout. Ever since 2016, Contract Medical Officers have engaged various methods and institutions, such as Malaysian Medical Association, etc, to appeal to the Ministry of Health to switch Contract Medical Officers to Permanent Medical Officers. However, our appeals have not been heard, and no progress was made on this issue thus far. To make matters worse, the Ministry of Health recently released a statement suggesting that Contract Medical Officers that we can seek employment elsewhere to serve the nation. This seems to hint that the Ministry of Health is more than willing to let us go.

This statement really hit us hard. It made us realise that we hold little value to the Ministry of Health. Therefore, Contract Medical Officers decided to organise #HartalDoktorKontrak. We will be handing in a memorandum with a list of requests from Contract Medical Officers to the Ministry of Health. The Ministry will be given a timeframe to reply to our requests or at least meet us in a public setting to initiate discussion to solve this long-standing issue. The Ministry failing which, will then Contract Medical Officers take part in #HartalDoktorKontrak to show solidarity on this issue. We would like to reassure the public that this will be a peaceful strike, and that we will ensure that we have enough manpower to make sure that the health care system is not compromised. After all, what are doctors without patients. No matter how bleak our future is, we shall never give up on our patients.

Businesswoman to be first in Malaysia to be charged with 'smurfing'

PUTRAJAYA: The Malaysian Anti-Corruption Commission (MACC) is expected to charge a businesswoman with transaction restructuring amounting to RM230,000 at the Kuala Lumpur courts tomorrow.

This is believed to be the first such case in the country.

Sources said the woman, in her 50s, is suspected to be involved in such an activity to avoid being detected by the bank, which is required to report to Bank Negara Malaysia (BNM) with regards to transactions involving more than RM50,000 performed by a client daily.

The source said between January and May 2018, the suspect is believed to have directed an individual to deposit money into her business account in smaller amounts, not more than RM50,000, in several transactions on the same day to avoid alerting the bank of the suspicious transactions.

"The RM230,000 were deposited into the suspect's business account through several transactions.

"The bank involved in managing the transactions did not submit the Cash Threshold Report (CTR) to BNM as multiple transactions are allowed on a day," the source said.

The source added that CTR is a mechanism for BNM to monitor any cash transactions, whether deposit or withdrawal, by any individual in a bank.

The source said the transaction restructuring or "smurfing" is a technic used by financial criminals to deposit and withdraw cash from their illegal proceeds in any financial institutions.

"Such action is an offence and can be prosecuted under Section 4A(1) of the Anti-Money Laundering, Anti-Terrorism Financing and Proceeds of Unlawful Activities Act 2001," the source said.

In December 2018, BNM amend and set the amount for CTR from RM50,000 to RM25,000 in a day effective Jan 1, 2019.

THIS IS A SERIOUS MATTER AND YOU PLAY PLAY.

NO WONDER THIS MAHIADDIN IS GIVING 32 MILLION RAKYAT THE MIDDLE FINGER.

WHEN MY SON WAS 6 YEARS OLD HIS CLASS TEACHER NORA ZAM ZAM FROM SRI KUALA LUMPUR MOLESTED HIM AND TWO OTHERS, ONE BEING VINCENT TAN'S NEPHEW.  THE POLICE WOMEN DID NOT BELIEVE BOYS CAN BE MOLESTED.  EVEN MICHAEL CHONG FROM MCA OFFICE LAUGHED AT ME WHEN I WENT TO SEEK HIS HELP. THE WELFARE OFFICER (A WOMAN) ALSO DID NOT BELIEVE.

FOR ONE WHOLE MONTH I WAS IN AND OUT OF BUKIT AMAN AND POLICE STATION SEVERAL TIMES.

STILL I DID NOT GIVE UP.  EVENTUALLY THE CASE WAS CLOSE BECAUSE THE OWNER OF THE SCHOOL HAD CONNECTION WITH SULTAN OF SELANGOR.

IN COURT I FOUGHT THE CASE FOR SEVERAL YEARS AND LOST BECAUSE THE OWNER OF THE SCHOOL PAID OFF THE DEBT OF THE JUDGE'S HUSBAND.

SO YOU SEE, THERE ARE MANY FACTORS LEADING TO MANY VICTIMS LOSING HOPE.

MANY EVENTUALLY GAVE UP BECAUSE OF THE UNNECCESARY HASSLE TOO.

IN THIS CASE, I TOO FELT THE DAP MP DID NOT SUPPORT THE BOYS ALL THE WAY.  

I BELIEVE IN THE BOYS' STORY BECAUSE I HAVE SEEN POLICEMEN EXTORTING MONEY FROM FOREIGNERS MANY TIMES IN PUDU AND BUKIT BINTANG. SOMETIMES THE POLICE ARE NOT EVEN IN THEIR UNIFORM.

Next phase of MCO will be as strict, says Tengku Zafrul

Social activities, and the reopening of schools, will be permitted in stages as more people are fully vaccinated, says finance minister Tengku Zafrul Aziz.

KUALA LUMPUR: The second phase of restrictions under the National Recovery Plan will still represent a stringent enforcement of the movement control order, with curbs on social activities and restrictions on movement as in the first phase, finance minister Tengku Zafrul Aziz said today.

He said the main differences between Phase 1 and Phase 2 would be the increase in physical capacity allowed, from 60% to 80% for certain permitted sectors, and the addition of more sectors to the “positive list” of sectors that will be allowed to continue operations.

He noted that the threshold indicators for transition to the second phase include average daily Covid-19 cases dropping below 4,000, usage of intensive care units no longer being at a critical level, and 10% of the country’s population having received two doses of Covid-19 vaccine.

“However, Phase 3 involves a different approach, changing from a positive list of permitted activities to a negative list comprising activities that are not allowed,” he said at a virtual media conference today.

The threshold level is for 40% of the population to be fully vaccinated, ICU usage at a safe level, and average number of daily cases below 2,000.

Tengku Zafrul said social activities will be allowed to resume in stages, including the reopening of schools and house visits on a limited basis.

“The transition from Phase 3 to Phase 4, which is the final phase, involves the complete resumption of all social and economic activities after the vaccination level has hit 60%. However, the reopening of the sectors is still subject to tight standard operating procedure compliance as well as social distancing,” he said.

Tengku Zafrul said the positive list approach amounts to a strict MCO because only the essential sectors listed, such as the manufacture of certain food items, are allowed to operate while all other sectors are not permitted.

“On the other hand, the negative list approach is more open in tandem with the achievement of 40% full vaccination level. Under this approach, all sectors can operate except activities included in the negative list, which are activities involving high risks of infections,” he added.

G25 STATEMENT ON HIS MAJESTY’S DECREE TO RECONVENE PARLIAMENT “SECEPAT MUNGKIN”

 

With reference to the statement released by Istana Negara on 16 June, we, G25 Malaysia, thank and support the decree of His Majesty the Yang di-Pertuan Agong that the Government reconvene parliament “secepat mungkin” in order to allow the Proclamation of Emergency, the Emergency Ordinances and the National Recovery Plan to be debated and reviewed by members of Parliament for the sake of the nation’s wellbeing.  We also thank and support the statement from the Conference of Rulers that calls for ‘agar Parlimen segera bersidang’. His Majesty’s and Their Royal Highnesses’ Royal decrees (titahs) are straightforward and clear: reconvening of Parliament is a matter of national urgency.

It is in the best interest of the Government to heed His Majesty’s decrees. Not only will it show respect and understanding of His Majesty’s role in advising the Government during situations such as an Emergency, it will also dispel any suspicion that the Government may be delaying a Parliament sitting due to self-interest. Through the parliamentary process, and with the transparency and accountability of ministers answering questions from the floor, there will be less cynicism and conspiracy theories from Malaysians and foreigners about the Government’s real intentions.

In addition, Clause (1) of Article 55(1) in our Constitution provides that His Majesty the YDP Agong can summon a Parliament sitting and not allow six months to elapse between them. The last Dewan Rakyat sitting was held on 17 December 2020, a little more than 6 months ago. Delaying further after His Majesty’s decree to reconvene Parliament is a clear violation of the rules in our Constitution, and of His Majesty’s command. The Government has no discretionary power on this matter.

There should be no problem reconvening Parliament now since all Members of Parliament are already vaccinated, and the SOPs could be strictly enforced. Parliament could even sit in a hybrid manner, with MPs and officials present both physically and virtually if it is deemed necessary for safety reasons. There is no reason to wait until August when having a Parliament sitting now can help improve our situation quickly. In dealing with a crisis of this magnitude, which is unprecedented in our nation’s history, all hands need to be on deck. The members of Parliament, who are the voices of the people, need to be given the platform to voice out the concerns of the citizens and the expectations from their constituencies. This will give a better analysis and understanding of the problems on the ground which are being faced by the citizens, and will lead to better solutions.

Parliament is seen internationally as the highest institution of governance in a democratic system of government. Its immediate reopening is therefore important to demonstrate to the world, in particular to the local business community as well as to foreign investors that our constitution is functioning well. This will strengthen investor confidence that Malaysia remains committed to the system of checks and balances to ensure a clean and responsible government.

In our petition released on 6 June 2021, which beseeched His Majesty the YDP Agong to advise the Prime Minister to reconvene Parliament with immediate effect, we reminded the Government that, as constitutionally mandated by Clause (3) of Article 150, once an Emergency is proclaimed, Parliament must be reconvened as soon as possible and the Emergency Proclamation and any Emergency Ordinance promulgated must be laid before Parliament for parliamentary scrutiny and approval. The oversight role of Parliament over the Executive during an Emergency, as envisaged by Article 150, must be respected and, legally, cannot be ignored. The purpose of a parliamentary debate, apart from duly complying with constitutional requirements, is to allow for a thorough deliberation on pertinent national issues and to give credibility and validity to the Government’s plans and action programmes. It is also to make the necessary adjustments and changes if there are constructive comments and criticisms from members of Parliament, both from the ruling party and the opposition in the Dewan Rakyat and Dewan Negara.

Finally, a very important reason for reconvening parliament immediately is to enable MPs to debate on the 12th Malaysia Plan (2021-25) as it contains the policy framework and the allocation of resources for national development. The plan should have been tabled to parliament by April at the latest in keeping with past practices. Although the Five-Year Plan is not a statutory legislation, nevertheless, it is a document that all investors are anxiously waiting for so that they can see the policy direction for the future of the economy. All Malaysians are also anxious to see whether in the 12th Plan document, the Government will adopt the Shared Prosperity Vision to emphasise that the distribution policy will now be based on needs, instead of race.  This will set the country on the road towards becoming a progressive nation with economic justice for all, irrespective of race and religion.

G25 urges the Government to respect and abide by His Majesty’s and Their Royal Highnesses’ wise and well-considered decrees in the interest of the nation and to reconvene Parliament with immediate effect.
