THE TROUBLE IS NO GOVERNMENT WANTS TO ABOLISH
IT BECAUSE WITH QUOTA SYSTEM IN PLACE, EASY
MONEY COMES IN AND A READY WEAPON TO CONTROL
THE RAKYAT.
