Intrusion to personal property

When a neighbour allows MBSA to climb from their home into another is a crime by itself.
This is so common in Malaysia.
In my area Taman Maluri, TNB and their contractors do that all the time to change the meters.  Why?  Because these new meters work to the advantage of TNB.
